Directorate General of Foreign Trade (DGFT) — sample IEC certificate
Illustrative sample. Your official certificate is issued after approval.
RCMC (Registration Cum Membership Certificate) is an official membership certificate issued by Export Promotion Councils (EPCs) and Commodity Boards recognised by DGFT under the Foreign Trade Policy. It confirms that an exporter is a registered member of the relevant council for their product category.
Under the FTDR Act, 1992 and the Foreign Trade Policy 2023, RCMC is mandatory to avail RoDTEP, duty drawback, Market Development Assistance (MDA), Market Access Initiative (MAI) and participation in government-sponsored trade fairs. Without RCMC, even a valid IEC and active exports do not unlock these incentives. The certificate is typically valid for 5 years and must be renewed to continue benefits.
| Scheme | Benefit | RCMC? |
|---|---|---|
| RoDTEP | Remission of embedded duties & taxes on exports | Mandatory |
| Duty Drawback | Refund of customs duty on inputs used in exports | Mandatory |
| MDA / MAI | Support for trade fairs, exhibitions & market development | Mandatory |
| Trade Fairs | Subsidised participation in government-sponsored events | Mandatory |
| Buyer-Seller Meets | EPC-facilitated meetings with international buyers | Mandatory |
