GSTR-10 is the Final Return under the GST regime, mandated by Section 45 of the CGST Act, 2017 read with Rule 81 of the CGST Rules. Every registered person whose GST registration has been cancelled or surrendered must file this return within 3 months from the date of cancellation or the date of the cancellation order, whichever is later.
Its purpose is to declare closing stock (inputs, semi-finished goods, finished goods and capital goods) as on the cancellation date, reverse Input Tax Credit on such stock under Rule 44, and settle any outstanding tax liability before exiting the GST system. It applies to both voluntary cancellation (Form GST REG-16) and suo motu cancellation by the proper officer. Unlike GSTR-1 and GSTR-3B, it is filed only once and cannot be revised.

ITC availed on inputs, semi-finished and finished goods held in stock on the cancellation date must be reversed and paid.
ITC on capital goods is reversed on a proportionate basis for the remaining useful life (typically 5 years / 60 months from the invoice date under the rules).
Reversed ITC is added to the output tax liability and paid through the electronic cash ledger (or as applicable) before/with the return.
Under-declaration of stock or incorrect reversal can lead to demand and interest. Over-reversal is generally not refundable in the same way after exit.
